If you can enact town ordinances in Animal Crossing mobile game, ordinances you enact will be like the followings that are actually available in Animal Crossing: New Leaf.
Your town gets good scenery with less/no trashes, weeds, cockroaches, and withered plants. Villagers voluntarily water flowers and pull weeds.
Some of villages are even active in the early hours of the morning. Shops also open approximately three hours earlier, the closing time do not change though.
Shops in your town open about 3 hours longer averagely.
Purchase ans sell prices at shops in your town are 1.2 times as much.
