Which countries the game will be available in is not revealed yet. As reference, Fire Emblem Heroes, another mobile game developed by Nintendo and DeNa, is available in Japan and some of countries in Europe and N/S America regions (Mar 13, 2017). It will release in more countries.
The last Animal Crossing game, Animal Crossing: New Leaf, was released early in Japan (November 8, 2012). About 7 month later, the game became available worldwide. Based on that, it might be happen that Animal Crossing mobile is early released in Japan.
