You’ll first notice Leif is in your town plaza. He will ask you to pull a number of weeds in exchange of a furniture. He will also give you the topiary public works project if you don't have weeds at all.
You can also pull weeds from your friend's town online during this day to achieve the number of weeds Leif required. Flower set is not available in Nookling Store and only obtainable to Leif.
